Romans 12:18–21
18 If possible, as far as it depends on you, live at peace with everyone. 19 Do not avenge yourselves, beloved, but give place to wrath of God. For it is written: “Vengeance is Mine; I will repay,” says the Lord. 20 Therefore, if your enemy is hungry, feed him; if he is thirsty, give him something to drink; for by doing this you will heap burning coals on his head. 21 Do not be overcome by evil, but overcome evil with good.
James 4:1–2

Romans 13:1–4
1 Let every person be subject to the governing authorities, for there is no authority except from God; the authorities that exist have been established by God. 2 Consequently, whoever resists authority resists what God has appointed, and those who resist will bring judgment on themselves. 3 For rulers are not a terror to those who do good, but to those who do evil. Do you want to have no fear of authority? Do what is good, and you will receive its approval, 4 because the ruler is God’s servant for your good. But if you do evil, be afraid, for he does not carry the sword for no reason; he is God’s servant, an avenger who brings punishment on the evildoer.
